Mahbuba Kamal of Brac University Wins BIICL Scholarship for Public International Law Summer School

Mahbuba Kamal an alumna of the School of Law at Brac University, has been awarded a prestigious scholarship by the British Institute of International and Comparative Law (BIICL) to attend its highly regarded summer school on public international law.

The BIICL summer schools are globally recognized programs that offer law students, early-career professionals, and legal scholars the chance to deepen their knowledge of international and comparative law. These programs are delivered both in-person at BIICL’s London office and online, attracting participants from across the world.

Kamal has been selected for the five-day Public International Law Summer School, which provides a comprehensive introduction to international legal frameworks, institutions, and real-world applications. This intensive course is designed to equip participants with the foundational knowledge and critical tools necessary for advanced study and research in international law.

In light of ongoing global challenges—including climate change, humanitarian crises, cybersecurity, and international cooperation—the relevance of public international law continues to grow. The summer school focuses on how international legal mechanisms address issues such as environmental disasters, food and energy security, the protection of human rights, and cross-border infrastructure development.

BIICL awards scholarships to three key groups:

  • Individuals from under-represented backgrounds in the legal profession, both in the UK and internationally
  • Students who have recently received a needs-based bursary from an academic institution
  • Representatives of small NGOs, charities or community-based organizations

Kamal currently serves as a Research Associate at the Bangladesh Legal Aid and Services Trust (BLAST) and is also a legal advisory member of the Dhaka North City Corporation. She co-founded the Bangladesh Society of International Law, a youth-led platform focused on international legal advocacy and research in Bangladesh.

This achievement reflects both her dedication to the legal field and the growing recognition of Bangladeshi legal scholars on the global stage.

QS Best Student Cities Ranking 2026

Seoul has been named the world’s best student city in the QS Best Student Cities Ranking, ending London’s six-year streak at the top. The South Korean capital climbed two spots this year, praised for its international appeal, outstanding universities, and rich student experience.

The QS ranking evaluates 150 cities across 58 countries based on factors such as university quality, affordability, student diversity, and desirability. While the United States and the United Kingdom each have 16 cities represented, Seoul’s rise to the top highlights the growing global recognition of Asia’s education hubs.

London fell to third place due to a decline in affordability, while Vienna entered the top 10 for the first time. Kuala Lumpur (12th), Taipei (14th), and Hong Kong (17th) also made notable gains, reflecting Asia’s increasing prominence in global education.

Ju-Ho Lee, Deputy Prime Minister and Minister of Education for South Korea, celebrated the ranking, saying:

“We are proud that Seoul has been recognized as the best student city in the world. This reflects global confidence in Korea’s higher education system and Seoul’s unique blend of academic excellence, vibrant culture, cutting-edge innovation, and a safe, welcoming environment.”

With this recognition, Seoul solidifies its status as a leading destination for international students, combining world-class academics with a dynamic and inclusive urban experience.

Economic Resilience of Bangladesh: Experts Discuss Role of Fiscal Policy at Brac University Panel

Dhaka, Bangladesh — July 15, 2025
Brac University recently hosted a high-level panel discussion titled “Economic Resilience of Bangladesh: Role of Fiscal Policy”, focusing on the country’s fiscal challenges, public expenditure, and the path to sustainable economic growth. The event, held at the university’s Merul Badda campus, was organized by the Department of Economics and Social Sciences (ESS).

Key Highlights from the Fiscal Policy Panel

The session featured leading voices in Bangladesh’s economic landscape:

  • Professor Mustafizur Rahman, Distinguished Fellow at the Centre for Policy Dialogue (CPD)
  • Mohammad Nurul Amin, Chairman of Global Islami Bank PLC
  • Tahera Ahsan, Executive Director, Japan-Bangladesh Chamber of Commerce and Industry

Public Spending and Inflation

Professor Mustafizur Rahman emphasized the disconnect between fiscal capacity and poverty reduction.

“Inflation has slashed purchasing power by 30% in just three years, yet Bangladesh’s public expenditure remains at 13% of GDP—well below the South Asian average of 20%,” he noted.

He also highlighted the inefficiencies in social safety net programs, pointing out that 45% of the allocation goes to areas like agriculture subsidies and pensions.

“Bangladesh must evolve from fragmented safety nets to a comprehensive social security system,” Rahman urged.

Banking Sector Risks

Mohammad Nurul Amin addressed the rising crisis in the banking and financial sector.

“Non-performing loans (NPLs) have reached Tk 7 lakh crore—about 40% of total loans—against Tk 19 lakh crore in total deposits,” he said.
He predicted that struggling banks may face mergers or acquisitions as part of systemic reform.

Private Sector and Government Borrowing

Tahera Ahsan discussed the impact of government borrowing on the private sector’s access to credit.

“When the government raises funds through instruments like bonds, it tightens liquidity for businesses,” she said.

She added that the 2025–26 budget offers limited incentives for private sector growth.

“The current priority is not expansion but macroeconomic stabilization,” she explained.

Bangladesh’s Path Forward: LDC Graduation and Fiscal Strategy

As Bangladesh prepares for LDC graduation, the panel stressed the importance of inclusive, transparent, and fiscally responsible policies to boost resilience and navigate global economic uncertainties.
